1. Congress represents the people in two ways, through the Senate and the House of Representatives. States all get two Senators, but House representatives are given proportionally to population.
2. I believe Congress tries to do its best in representing the nation's citizen, although polls show a gap between what citizens want and legislation being passed in the House and the Senate.
3. No, but Congress is designed this way to account for the plethora of diversity and it forces legislators to be careful and deliberate about legislation.
